How it works

How to measure localization progress

Localization means shifting power, resources and decisions to local and national actors. Since the Grand Bargain of 2016, many donors and aid organizations have committed to it, and many now report on it. The hard part is measuring it honestly and in a way you can compare over time.

This self-check is organized around six areas that public localization frameworks also use: partnerships, funding, capacity, coordination and complementarity, policy influence and visibility, and the participation of the people affected. Answer it for one program or country, with the colleagues who manage the partnerships, and ask your partners to answer it too.

The gaps between your answers and your partners' answers are the most useful result. Agree on two or three changes for the coming year - a share of overheads, a seat on the steering committee, a joint capacity plan - and check again a year later.

What is localization in humanitarian and development work?

Localization is the shift of power, funding and decision-making towards local and national organizations, which are closest to the people affected. The Grand Bargain, signed in 2016, made it a commitment for many donors and aid organizations.

Who should answer the self-check?

The people in your organization who manage partnerships for a program or a country. For a fuller picture, ask your local partners to answer the same statements about the partnership, and compare.

Is this an official localization framework?

No. It is a short self-check that we wrote, organized around areas that public localization frameworks also use. It is meant to start a conversation and to track change, not to certify anyone.
